Can you tell me if it is possible to graft a quince to an apple tree? If so, when is the best time to do the graft?

No, it is unlikely that grafts between apple and quince would generally survive for long. Quince is commonly used as a rootstock for pear. If you want to graft quince trees you can graft known varieties onto quince seedlings which are easy to raise.
Collect seed from ripe fruit (let the fruit over-ripen and remove seeds and wash pulp off them), after cleaning place in a plastic bag in the fridge - not freezer - for about six weeks and then sow in a good quality seed raising mix. Provided you have grown the seedlings well they will be ready for grafting the following winter.
